Lightscribe is no longer supported and was discontinued quite a while back but you can still find drives that support it if you search the net. Ebay, Amazon, etc. have externals for sale of which any of them should not be a problem running on Windows 8.1 since they run on generic drivers built into Windows anyway.
IF you need to download the LightScribe software, here is a link for a site that still has the download available.
Or you can (usually) copy and paste the software template from your old computer and place into the same location of your Windows 8 machine.
